If you are using Internet Explorer, frames viewing is probably just turned off. To fix this, open the Preferences under the Edit menu, select Web Content, and check Show Frames.
If you are using a Netscape browser, you most likely need to update it to a newer version. Find it at the Netscape update page.
Although we may eventually offer a non-frames version of the website, the vast majority of visitors are using frames and there have been few and diminishing requests for a non-frames version.
